Ray was born in Elwood, Indiana to Herman and Lola Garrett. They moved to Gridley, Ks where Ray grew up on the family farm. Ray attended Fair Hope School House through the eighth grade then Gridley Rural High School through 12th grade graduation.

After graduation in 1957 he moved to California began working for General Telephone. He met and married Loretta Joan Chatham in January of 1961. They had one son, David Scott Garrett, in February of 1962. In 1963 the family moved to Lompoc, California where Ray worked for General Telephone at Vandenburg AFB. In 1966 the family returned to Gridley, Kansas where Ray and Loretta remained until 2001 when they moved to Harriman, Tennesse. In 2016 they returned to Kansas to live in Lebo.

Ray was preceded in death by his parents, two brothers Roy Allen and Howard Burton Garrett and one grandson Joshua Scott Garrett.

He is survived by his wife Loretta Joan Garrett and son David (Angeles) Garrett of Greer, South Carolina, Grandson Tyler Ray (Stephanie) Garrett and great granddaughter Peyton Marie Garrett of Austin, Texas, brother Thomas Lee (Elaine) Garrett and Sister Mary (ted) Vannocker.

Visitation Will be held on Monday, August 15, at Jones Funeral Home, from 6:00 until 8:00. Sharing of memories will start at 6:00 followed by horderves in the north room.
